NOA Affirms Ethical Leadership As Bedrock Of National Development


The National Orientation Agency (NOA) has reaffirmed that ethical leadership, rooted in integrity, accountability and public trust, remains the cornerstone of sustainable national development, calling on leaders and citizens alike to embrace values that strengthen institutions and foster national unity.


The position was presented by the North-East Zonal Director of the Agency, Mallam Nuru Yusuf Kobi, who represented the Director-General of the National Orientation Agency, Mallam Lanre Issa-Onilu, at the Panel Session on "Ethical Leadership and National Development" during the Ethical Heroes Award Conference held in Bauchi on Saturday.


Addressing participants drawn from government institutions, security agencies, traditional and religious institutions, academia, the private sector, civil society organisations and development partners, the NOA representative stressed that ethical leadership is not defined by position or title but by consistent commitment to doing what is right, even when no one is watching.


He observed that integrity must become a daily habit that shapes individual and institutional behaviour, noting that every honest act—whether by a public servant, security officer, trader, teacher, community leader or ordinary citizen—contributes to building a more responsible and prosperous nation.


According to him, public trust is the foundation upon which effective governance, peaceful coexistence, and economic development are built.


"When citizens trust their leaders, they cooperate with government. When investors trust public institutions, they invest with confidence. When young people trust the system, they choose hard work over shortcuts. Trust is the real currency of national development," he stated.


The Agency noted that corruption, abuse of office, and unethical conduct weaken institutions, diminish public confidence, and undermine national progress, stressing that restoring trust requires consistent ethical leadership at every level of society.


Highlighting the Agency's ongoing interventions, Mallam Kobi said the National Values Charter provides a practical framework that defines the mutual responsibilities of government and citizens in promoting patriotism, integrity, fairness, discipline, peaceful coexistence and responsible citizenship.


He explained that through its extensive nationwide presence across states, local government areas and communities, the National Orientation Agency continues to engage Nigerians in their local languages, taking messages of national values directly to homes, schools, markets, places of worship and traditional institutions, where lasting behavioural change begins.


The Agency further called on all public institutions, security agencies, educational establishments, religious bodies, professional associations, civil society organisations and the private sector to institutionalise ethical values by promoting transparency, accountability, fairness and service above personal interest.


The NOA representative concluded that Nigeria's future depends on building a culture where integrity becomes a habit, habits generate trust, and trust drives sustainable development.


He left participants with a simple but enduring message: "Integrity → Habit → Trust → Development."


The National Orientation Agency remains committed to deepening value reorientation, strengthening civic responsibility, and promoting ethical leadership as essential pillars for building a united, peaceful, and prosperous Nigeria.
