Governor Fubara To Present 2026 Budget in New Assembly Complex

Rivers State Governor Siminalayi Fubara says he is looking forward to presenting the 2026 Appropriation Bill to lawmakers inside the new Rivers State House of Assembly Complex, which is now nearing completion.

The governor gave the indication on Monday, November 24, 2025, after inspecting the reconstructed Hallowed Chamber being handled by Monier Construction Company Limited.

Fubara, who was accompanied by Hon. Boniface Emerengwa, the member representing Ikwerre/Emohua Federal Constituency, and officials of MCC Nigeria Limited, said he was pleased with the level of work so far. He added that the complex should be ready by the end of December.

He explained that finishing the complex on schedule is a priority for his administration so that lawmakers can return to their official chamber. According to him, once the building is delivered, he will present the 2026 budget in the Main Hallowed Chamber “in the way and manner it is required.”

“We have been working hard to ensure their permanent sitting chamber is put in place. You know the drama that surrounded our relationship before, but by the grace of God, now that everything has been sorted out, it is our desire to ensure that the Assembly returns to their normal place of sitting,” the governor said.

Fubara noted that although construction had been ongoing even during the emergency period, many assumed work had stalled. He said his visit was to confirm progress, and he was impressed with what he saw.

He also revealed that the contractor has subcontracted the interior and some external works to Julius Berger Nigeria Plc to speed up delivery and meet the December deadline.

The governor added that once the main chamber is completed and handed over, the Legislature will take responsibility for finishing the remaining sections of the complex when they resume sitting.
