Ogun Assembly Passes N1.669trn 2026 Budget to Drive Infrastructure, Economic Growth


The Ogun State House of Assembly has passed the state’s 2026 Appropriation Bill totaling N1.669 trillion, reinforcing the government’s strategy to strengthen infrastructure development and economic competitiveness.


The budget was approved 26 days after its presentation by Governor Dapo Abiodun and was adopted during plenary presided over by Speaker Oludaisi Elemide at the Assembly Complex in Oke-Mosan, Abeokuta.


The report of the House Committee on Finance and Appropriation, presented by its chairman, Musefiu Lamidi, formed the basis for the passage of the appropriation bill.


Tagged the “Budget of Sustainable Legacy,” the 2026 financial plan is designed to support the administration’s ISEYA development agenda, which focuses on Infrastructure, Social Welfare, Education, Youth Empowerment and Agriculture.


During deliberations, lawmakers reviewed revenue projections from three ministries, departments and agencies (MDAs), leading to an upward adjustment of Internally Generated Revenue (IGR) by N2.193 billion. The adjustment was balanced with reductions in capital receipts to maintain the overall budget size at N1.669 trillion.


Analysis of the budget shows a strong focus on capital projects, with over 62 per cent of the total allocation dedicated to long-term development initiatives aimed at sustaining the state’s industrial growth.


Under the expenditure framework, capital expenditure accounts for N1.044 trillion, while recurrent expenditure stands at N624.76 billion.


Personnel costs were allocated N167.92 billion to cover civil service salaries and recruitment, while N99.98 billion was earmarked for servicing internal and external debt obligations. Overhead costs were estimated at N291.06 billion, while N65.8 billion was allocated to consolidated revenue charges, including statutory obligations and pension backlogs.


On the revenue side, the government expects to generate N509.88 billion through IGR, with the Ogun State Internal Revenue Service projected to contribute N250 billion. Additional funding will come from allocations from the Federation Account Allocation Committee, estimated at N554.81 billion, as well as capital receipts such as grants and loans totaling N518.90 billion.


The budget also places significant emphasis on social infrastructure, with about 30 per cent of the total allocation dedicated to education and health.


Infrastructure development received the largest share of the budget at N526.15 billion, covering major projects such as the construction of 450 kilometres of urban and rural roads, expansion of the “Ogun Light-Up” energy initiative, and upgrades to hospitals and other public utilities.


Analysts say the spending plan reflects a strategy that combines fiscal discipline with targeted investments to promote inclusive economic growth, strengthen human capital development and position Ogun State as a leading industrial and logistics hub in Nigeria.
